This book provides a history of the efforts of the US National Science Foundation to broaden participation in computing. The book briefly discusses the early history of the NSF's involvement with education and workforce issues. It then turns to two programs outside the computing directorate (the ADVANCE program and the Program on Women and Girls) that set the stage for three programs in the NSF computing directorate on broadening participation: the IT Workforce Program, the Broadening Participation in Computing program, and the Computing Education for the 21st Century program. The work looks at NSF-funded research and NSF-funded interventions both to increase the number of women, underrepresented minorities (African Americans, Hispanics, and American Indians) and people with disabilities, and to increase the number of public schools offering rigorous instruction in computing. Other organizations such as the ACM, the Computer Science Teachers Association, and Code.org are also covered. The years covered are primarily 1980 to the present.

he rapid growth of regional trading relationships in Europe, Asia, and Latin America has raised policy concerns about their impact on excluded countries and on the global trading system. Some observers worrythat the multilateral system may be fracturing into discriminatory regional blocs. Others are hopeful that regional agreements will go beyond what was achieved in the Uruguay Round and instead become building blocks for further global liberalization and WTO rules in new areas.Jeffrey Frankel shows through extensive empirical analysis that the new breed of preferential trade arrangements are indeed concentrating trade regionally. He then assesses whether regionalblocs are "natural" or "supernatural"b enhance or reduce global welfare. He concludes that a complete liberalization within blocs, with no reduction in barriers between blocs, would push the trading system into the supernatural zone of an excessive degree of regionalization. More balanced patterns of liberalization, however, give favorable trading arrangements that are already in effect, and the broader continent-sized groupings that are under discussion (the Americas, Europe, and the Asia Pacific).

This book gives a practical, applications-oriented account of the latest techniques for estimating and analyzing large, nonlinear macroeconomic models. Ray Fair demonstrates the application of these techniques in a detailed presentation of several actual models, including his United States model, his multicountry model, Sargent's classical macroeconomic model, autoregressive and vector autoregressive models, and a small (twelve equation) linear structural model. He devotes a good deal of attention to the difficult and often neglected problem of moving from theoretical to econometric models. In addition, he provides an extensive discussion of optimal control techniques and methods for estimating and analyzing rational expectations models.
